I must admit, I didn't even know how to draw a polar bear. 
The last time I've actually seen a polar bear was a really long time ago. They had a polar bear in the zoo in Amsterdam, but he went loopy or something and he had to get away from the tiny cage he was held in. I only found out later that a polar bear is a really large animal. It's just a young polarbear or something on this painting, or that fairy is just really big 'n tall.

You do protest too much. He is a wonderful bear and as he is being hugged by a pretty and stately fairy, I assume they are both from some enchanted land in which their size is quite correct.
